Har din certifiering juridiskt godkännande?

Vem som helst kan dela ut dokument och kalla dem certifikat. Det faktum att tidningen säger “certifikat” betyder ingenting. Certifikatets tillförlitlighet kommer från tillförlitligheten hos den organisation som utfärdade det.

Vad gör en certifieringsorganisation pålitlig? Standarden ISO 17024 har tagits fram för att definiera kraven. När en statlig myndighet kontrollerar att kraven är uppfyllda kallas det för ackreditering.

Först när organisationen är ISO 17024-ackrediterad har de certifikat som den utfärdar juridiskt värde.

ISO 17024 ställer t.ex. följande tre krav för certifieringsorganisationen:

1/3 Opartiskhet

Att erhålla certifiering får inte påverkas av andra faktorer än de som presenteras som certifieringskriterier.

Certifieringsorganisationen måste fatta strategiska beslut opartiskt. Därför får personer med intressekonflikt inte delta i beslutsfattandet.

  • Innehavaren av certifieringen får inte ha beslutanderätt. Trots allt skulle ägaren kunna vilja ge certifikat så enkelt som möjligt, för att få så många betalande kunder som möjligt.
  • Å andra sidan kan ett företag som tillhandahåller inspektionstjänster vilja begränsa antalet utfärdade certifikat för att få mindre konkurrens.

Fråga din lokala certifierare:

  • Vilka branscher är representerade i certifieringsnämnden?
  • Hur har intressekonflikterna vid beslutsfattande eliminerats?

2/3 Pålitliga processer

Certifieringstjänsten ska pågå i åratal, så verksamheten ska vara väl dokumenterad. Intygsgivarens kvalitetssystem ska omfatta t.ex. det följande:

  • Schema för årliga processer, deras instruktioner och uppföljningsrapporter. Dessa inkluderar t.ex. ledningsgenomgångar, internrevisioner och regelbunden kommunikation inom organisationen, t.ex. vid veckomöten.
  • Instruktionerna ska vara versionerade, godkända och ska aktivt uppdateras i takt med att verksamheten utvecklas.

Fråga din lokala certifierare:

  • Har de implementerat kvalitetssystemet ISO 9001?
  • Skulle du kunna få se schemat för årliga rutiner eller till exempel instruktioner om att fatta beslut om omcertifiering.

3/3 Samarbete

Certifieringstjänsten ska ständigt förbättras och nyckeln till detta är samarbete med andra certifierare. Certifieraren får därför inte fokusera på att stänga marknaden och förhindra att andra liknande certifieringstjänster kommer in på marknaden. Certifieraren ska istället utveckla sina processer så att priset på certifieringen är rimligt, och den service som den certifierade får är av hög kvalitet.

Fråga din lokala certifierare:

  • Skulle certifieringen från ett grannland vara acceptabel i ditt land? Om svaret är “nej”, är motiveringen något trivialt eller tveksamt?
  • När var sista gången certifieringsorganet begärde en utvärdering från ett annat certifieringsorgan?

Varför S2P-certifiering?

Fråga din lokala certifierare:

  • Om certifieringen inte är ackrediterad, vilket krav (som nämns ovan eller något annat) uppfylls inte?
  • Varför är priset för certifieringen vad det är? När höjdes eller sänktes priset senast?
  • Om du var tvungen att bevisa dina kvalifikationer i domstol, vad skulle kopplingen vara mellan din certifiering och nationell lagstiftning?

  • Varför ska jag inte bli kund hos S2P-certifiering?

Questions to your local trainers and certifiers

One customer had received information from a certifier operating in thier country which was (how to put it nicely…) not fully accurate or true. So, I replied them with these questions.

Maybe others, who are wondering right now if they should join Safe to Play training and get S2P certification or not, could make the same questions.

Or, maybe you already are S2P customer and want to affirm and concratulate yourself for your great choice!

Here they come: 

  • Safe to Play training is a full annual inspector training which includes all six areas of knowledge mentioned in TR 17207 and ISO 24665. Is this the case with your local training? Or, is it only operational inspector training?
  • S2P certification is ISO 17024 accredited certification body, which is officially and legally accepted in all European countries. Including your country and your accreditation office. Is your local certifier legally recognized by governmental accreditation office?
  • S2P certification’s annual fee is 85 €. How much is your local certifier’s annual fee for annual inspectors?
  • S2P certification comes with S2P Encyclopedia application for 14 € annual fee. This is accredited source of knowledge and is actively maintained to include all the latest requirements in 17 EN standards in the field of playgrounds and recreational sports areas. What kind of service does your local certifier and/or trainer provide?
  • S2P Inspect level certification comes with Safe to Play Inspector application for annual fee of 19 €. This not only guides through inspection, but also automatically generates inspection reports and stores data in secured server. Does your local certifier and/or trainer offer anything like this?
  • S2P certification offers free update webinars. For example, now in January there will be one that explains changes in EN 1176-10 standard. Does your local certifier and/or trainer offer something similar?
  • The scope of S2P certification includes not only EN 1176, but also recreational sports areas such as parkour, bouldering, football, skate, basketball and multi-sports. How wide is your local certifier’s and/or trainer’s scopes?

After impartial and unbiased consideration, you probably find out that S2P certification is the best choise!

Only change is permanent

The safety of outdoor areas is a dynamic, sometimes downright turbulent field. How so?

1) The standards are updated every 8 years on average. The standards within the scope of S2P certification are therefore updated twice a year on average! The standard EN 1176-10 for fully enclosed play equipment will be published at the time of this writing. Around the corner, the ballgame arena standard EN 15312 and the general safety requirements for sports equipment EN 913 await their own revisions.

2) New interpretations are published as a result of standards being used differently in different countries, and at least one is unwilling to find a compromise. The interpretation can be official, in which case it represents the view of the whole of Europe. Or the interpretation can be private, perhaps the view of one expert, one equipment manufacturer or, say, one certifier.

3) Jurisdiction comes into play from time to time when a private person suffers injury and feels that they are entitled to compensation. Or maybe an insurance company decides to demand compensation from the owner of the area for the compensation they paid for someone’s injury. At this very moment, some individuals believe that the one who is responsible for the safety must always pay compensation when an injury occurs.

4) Practices change when what was the latest 20 years ago gives way to new and more efficient tools. For example, inspection reports written on paper belong to past and reports compiled into a Word document are only used by an ever-decreasing number of inspectors.

5) Safety philosophies change, though slowly. The risk assessment methods introduced by the first experts some 15 years ago are gradually gaining more recognition. For example, standard EN 913 will have a new appendix on risk assessment. And the European technical report, according to which the inspector must know risk assessment, is being updated into ISO 24665.

Safety managers of a municipality, a city, a maintenance company, etc. clearly has a hard job to stay up to date!
